Default 53 Flathead Gen/Fan

I am mounting my fan with bracket to the generator bracket. The bolts that hold the fan bracket to the gen bracket have a thick spacer, and a lock washer. Do the thick spacers go up against the gen bracket, then the lock washers, then the bolt? Been awhile so double checking. My fan seems slightly tilted, and I think that is where my fan clearance issue starts. Thanks..

The square spacer fits in between the inner edges of the fan carrier bracket to keep it from tilting. Then the lock washer and then the long hollow bolt.
Here's my set up. I added a hollow spacer to make it easier to get a wrench on the big hollow nut.

I did not use the lock washer as I was worried what would happen if it snapped under load and lost its holding ability. You can be sure I tighten the big nut really tight and use BLUE Locktite.
I know the chances of the lock washer breaking are slim but, I just wanted to avoid a potential problem, Been like that for last 30 years. No problems.

Usually just a thick washer and a lockwasher...all on the outside of the fan bracket.
Big washer there because of the adjustment slot.

The internal threads you speak of are the threads on the other end of the long stud that screw into the intake manifold. It's a "thru" hole. That stud must be very tight in the manifold as you don't want it to come loose. It looks like this;
