Default Clutch Stuck Disengaged

I have a 28 RPU with clutch stuck in the disengaged position. I adjusted the clutch fingers, which were out of adjustment, reassembled and tried without any change. Is there something with the pressure plate or clutch disc that could keep the clutch from coming back to engaged position when the clutch pedal is released?

Check the clutch throwout arm. They tend to break after 90 years.
