Angry Wiring Issue

I installed a new wiring loom from Snyders (Bauer Electric from Bend Oregon).
I check the volts at the switch and I get 12 volts on both the high and low beam connections (black/red) and (black/green), but we I check the volts at the light connection in the headlight, I get 11 volts on the high beam and only 3 volts on the low beam. Result I have good light on high and very dim light on low. I am stumped. It just doesn't make any sense as this is a brand new loom. Anyone have any ideas of what I have happening....????

I would "guess" that there's a poor contact in the rotating light switch contacts. Bill W.

Or a bad ground or wire to the headlights.

Add the connection from the back of the headlight to the socket.

Switch contacts are all making connection,,,,,,,,,,,,And i jumped both from the battery to verify that the problem is not in the switch itself, at least I don't think so
