Default Carburetor Problem

I bought a Marvel Carb from an ebay rebuilder last fall. The carb came and I made some slight tweaks and the engine idles and runs great. Once I shut the engine off and turn of the gas, Gas slowly pools at the end of the air intake shortly after. I took the carb off and have sent it back to the rebuilder 2x and it gets sent back to me and I run into the same issue again.
I'm looking for some direction because I'm fairly confident I could fix the issue if someone could point me in the right direction.
I like the carb and it performs well when running and idling if I could just fix this pesky issue.

try shutting off gas valve and then let motor die, or maybe valve is faulty..

In my opinion, for fuel to be leaking as you describe, BOTH the shutoff valve and the float valve in the carburetor must be leaking. You can buy a shutoff valve repair kit from the vendors that works just great and if you do as suggested above, you won't get the leaks. Alternatively, (or as well as), you could see to it that the float valve is good.

When I do this no gas pools up which leads me to believe the fuel is shutting off correctly.

Could be that the tip of the jet is slightly below the level of the fuel in the bowl. Add a small washer.
