Complete draining of coolant?
The specification says three gallons. I get only two gallons through the petcock. Does this mean that I had been low on coolant or there is still one gallon in the system?

The petcock will drain all but an ounce or two in the lower pipe. It will certainly not leave a gallon.

probably low whole time, but check your oil level.
what condition are your plugs in? could be burning it thru a crack that opens up when its hot but closes itself back up when cold

The best thing to do is refill it to the proper level and see how much it takes. This will tell you if it was low to begin with or maybe you have a restricted or smaller core radiator. Maybe your water jackets are also clogged with junk. Just thinking out loud
