Default 32 front fenders

I have a question about 32 front fenders. I have 2 pair of front fenders, both of which consist of a narrow flange RH and a wide flange LH side. I also just saw an original car with its original fenders, which are the same way, narrow flange on RH and wide flange on LH. It is possible that Ford issued them this way to allow more clearance for the boat tail horn?

They were both wide originally and once the horns were changed from motor driven to vibrator with its elevated mounting bracket, there was no longer a need for the wider flange on the left side fender. A mixture of the two versions on original cars is not unusual.
