Default Bellvue Mfg Co Spare Wheel Carrier???

Can anybody help me ID this contraption and its function/how it would mount and to what?

I'm going to guess that is some sort of luggage holder, or half of a luggage holder.

"The Bellevue Manufacturing Company was originally the Conway Steel Range Company. In 1915, they began to manufacture automobile parts, such as, bumpers, luggage carriers, gasoline gauges and windshield wipers. During the depression, they started manufacturing products, such as, refrigerator panels, metal card tables and apartment size electric ranges. In 1937, the company announced that they had developed two new types of automobile filters: the Fram Oil and Motor Cleaner and a filter for the Lincoln Zephyr. Today, the company's only line is the oil filter."

The book "Those Unauthorized Accessories for the Model A" lists several adds for trunk racks but they are pretty lousy is the shadows. My guess is that fits under a rack and allows the tire to fold down and out . Go to the link that jwilliams provided and give them a call. You might be able to send them the pictures. Hell, they might even have a pallet full of them out back. Looks like they were the original manufacturer of the very common rack with the wood slats that are everywhere.

Judging from the triange plate with 3 studs, I am guessing it is a spare tire rack for a truck.
