It will probably stay that way a while. Is there a hotter plug I can buy?

I don't think a hotter plug is going to make a difference. A original style 3x plug maybe?

I have been thinking about the ports lately. If the oily plug is getting it's oil from past the rings, why would the intake port be all black and oily. Isn't that a one way path into the combustion chamber? With the 75 psi compression, the intake valve should be seating ok. The exhaust port was not oily at all. Seems it would be all oily if oil was pumping into the combustion chamber and with the fouled plug, not firing. Maybe I will do a vacuum test, or make up a leakdown tester from a take apart spark plug and a air fitting.

I did everything suggested on this thread.... Happy to say as of this morning it runs consistently on all 4. Proof is, it runs smooth and steady with 1,2 ,and 3 plug 'wires' removed... AND... I pulled the manifolds off a beater yard art A I have here, surfaced them and new gaskets again.... And it idles and runs so smooth! Was gonna have my wife do a video, but it got dark too soon. (duh, shortest day of the year) and we are going to the mainland tomorrow. Stay tuned Mon or Tues for a video with winch dragging a log and engine running like a champ. Thanks to you all !!!

That's great to hear. Oily intake port....on the compression stroke when the valve starts to close, some excess oil in the cyl. Is pushed or sucked back into the intake port. Why?... weak valve spring, worn cam lobe or valve way out of adjustment. (Very little lash)
This is all just a guess.

Well it looks like all those guesses added up to a better running engine. Seafoam, marvel (been a lifetime fan) etc....It is not a perfect engine and I understand about possible weak spring etc, but it has the correct sound now without the miss. The only tours this 40 hp will be going on is within a 3 mile radius of my place. As a tractor, I feel ok riding the shoulder of our very rural 2 lane road to visit my friends who live on this end of the island. In August it will be at the Puget Sound antique Tractor and Machinery Meet at Lynden for the 4 day event along with my hit n miss stuff and dragsaw.
