Default Front fender bracket to frame bolts...

Just what was the correct bolt attachment of the Front fender bracket to the frame?

Was it nuts to the outside or nuts to the inside?

I want to say say nuts to the inside on 1929 thru 1931 without Castel nuts...But what about the 1928's when Castel Nuts were used? Nuts to the inside or nuts to the outside?

Thanks.

Nuts to the outside would make assembly a lot faster IMO.

Based on my research:

Front Fender Bracket Fasteners (bracket to frame)
Forged Brackets – One 1/2-20 x 1-9/16 bolt and two 3/8-24 bolts. Through April 1928, the bracket to frame bolts used castle nuts facing outward with cotter pins. Also, starting in early 1928 hex nuts with lock washers were used with bolt heads facing outward (note usage date overlap). Bolts were cadmium plated into late 1928 and gloss black thereafter. Cotters were unfinished. Nuts were unfinished into late 1928 and zinc plated thereafter. Lock washers were unfinished.
