Think maybe I just was lucky. Used my big Craftsman two arm gear puller on the outer pulley....as Karl said above, need to be careful not to bend the pulley with force. Outer pulley is stouter than the inner one. Applied force and hit the outer pulley with a large plastic mallet....very hard. Took my time and eventually pulley started to loosen to the point it slide right off. Couldn't figure out how to get behind it with a chisel.
