Default Rear brake backing plate orientation

I pulled the rear hub on my 33 and it seems to me that the backing plate is rotated almost 90 degrees.

Is this how it's supposed to be? Does it matter?

It's correct as is. And yes, it matters as an other position would make proper adjustment of the brakes near impossible.
