Default Generator charging check

This info pertains to my 55 ford car.................Put a new 6 volt regulator and had my generator rebuilt from a reputable shop. I polarized the regulator and started the car to check if the generator is putting out a charge to the battery. At 1500 RPM it did not appear to be charging as measured at the battery terminals using my digital voltage meter.
Checked belt tension and all is good there.
I expected to see 7 volts at the battery but only getting about 6 1/2 volts.
What voltage should I be getting when doing a battery test ?

Regulator. I had to re-set my new one to put out 7.2 volts - very easy. I used my 1955 Ford Shop Manual.
