When I pull the handle, the e-brake bands lock to the drums, but they still move a little with the drum before they contact the carrier, allowing the car to be able to rock a small amount. Are my carriers in need of some repair or is there some other problem?

When the park brake is on,it is normal for the wheels to move a couple inches back & forth.
