I think it's a DOT regulation but It may be a lot more recent than the age of the old flathead powered Fords.

The sidewalls usually show cracks well before the tread wears out. I put a set of Coker bias ply tires on my '47 because the old ones would flat spot after sitting. The new ones eliminated that problem. Excessive sun exposure and ozone will degrade tires quickly. Given the care most of us give our cars, it is worth the cost for new tires

Just about any tire manufactured during the past ten years, or more will have a sidewall mark near the bead that shows... DOT, four numbers, ie; 0917, then some more numbers.
the numbers following the DOT is the month/year.. Very old tires, can or can not have the DOT on the side wall.
Tire stores will generally refuse to work on tires older than seven years... that being the time frame the DOT allows for tire age.
In our buyer be aware age, it is a good idea to check the age of tires before you buy them and/or the vehicle they are on.
As to how fast tires will start to show their age depends on many factors, quality of the tire, location and use.
In recent years I have tried to make it a habit to put vehicles that are not driven much up on jack stands, sure saves the tires preventing flat spots and sidewall degrading..

I have a tire from Sears from 1952 that is still useable. 18 inch.

I use it as a spare.

At low speeds, for short drives. I hope.
