To me this says the carb is running rich for another reason and does not need the normal supply of fuel from the mixture screw.

If you can fix what is causing the alternative fuel source, it will then need, and respond to the mixture screw.

Float ruptured.
Needle valve not seating.
Power valve ruptured.
Power valve not seating.
Lower and middle carb bodies not flat causing vac leak into power valve chamber.

All of the above can cause an over rich condition in a 94.
The last three can cause an over rich condition that is not visible from outside and could cause your friend's problem.

Mart.

In my experience 'unwelcomed' air is entering the mixture usually the culprit is excess
clearance between the throttle shaft and the base........wear in either or both. Mart
brings additional culprits to our attention.

An old test for vacuum leaks, is to quirt oil around the different area's, such as throttle shafts and the base.

The engine will smooth out, for a short time, if the oil gets in a leak.

Have you considered rebuilding the carb or having another Fordbarner who specializes in that field rebuild it?
