Default 38-39 fender differences

I have a 38 deluxe Tudor and the front right corner was hit a long time ago and repaired. It has round rod welded to the fender lip and lots of fill.
I would like to find a better fender to replace this one.
Is a 39 standard fender the same as the 38 deluxe?
Are there any other fenders that will fit?

Has anybody seen a passenger fender for sale on any other sites or let me know if you do see one for sale?

I would like to replace the one on my car and fix the cowl this spring.

38 \Deluxe and 39 Standard front fenders are the same. The inner fender panels are different but could work. 38 Standard is different.
