It appears there is an issue with the way it's (welt) folded over at the upper end. One should not be able to see the core when the welt is installed.
I believe if it was folded properly, that will cure the top issue.
The bottom appears to be a fitment issue, fender to cowl.
I suppose one could "cheat" and bond the welt in place...

Couldn't you just make the welting flange thicker?

First, loosen the fender bolts and see what's going on with the welting and the way it was installed.

Stick a strip of doubles sided foam tape on the welting, stick it in place and gently tighten fender bolts. In fact, the tape doesn't need to be double sided. Use weather stripping tape sold at Home Depot and try a small section first.

I'm using the Drake welting kits on my '40. Comes with pre punched holes which help keep it in place. You do need to finish the ends, but easy to install and good quality welting.
