I would ask Ron about this. For the record, I've been running a 59A for several years, with 4-ring pistons, and I am running three rings (leaving off the bottom ring).
(47 passenger, stocker). No problems, and it does not use any oil.
What does Ron say?? I realize he has posted something to the effect that his current street engines use 3-ring pistons. Same thing ????

You can run it either way... My opinion... It's at the bottom of the stroke... I would think about the balance of the motor more than running the forth ring into the hole...

Well I guess that about covers it then. I will finish putting it together and run it for a couple of minutes on a stand then pull that piston and see how the rings are. If good then I have a couple of fellows who will want it. Thanks again for all the comments and advice. Bill

I wouldn't worry about leaving the bottom ring off. Now Does that go into the waterjacket??. Bead blast it and fill it with JB weld.

If you have decided that this is just a casting defect just run the engine as is, don't worry about how many rings or if there is going to be a problem with the ring swiping the hole. The worst case is that it rusts thru and leaks but if it doesn't the only issues would be a minute amount of extra oil picked up by the lower ring, that would be scraped back by the upper oil ring. Don't bother putting any filler material in the hole as it probably wont stick due to the oil reside.

use some sort of spray cleaner-brake, etc and a dremel tool with a brush to clean out do this a couple of times using a light bulb (not the new types) to heat it up which will make the oil run out of the casting and use JB weld and smooth off
