In the picture i attached the whole rod that the brake line is clamped to (with the spring on it) moves in and out. It does not move on the other wheel. (back wheels). How would i tighten this ? Do i have to remove the tire and brake drum?

It won't hurt anything as-is but loosen up the bolt & nut and see if you can tap the lever onto the shaft a tad further. The lever is keyed and has a moon-shaped key underneath on the shaft. To be totally successful, you may find yourself removing the brake drum to gain access to hold it from the inside.

that is your emergency brake lever. in order for the bolt to go in the lever the shaft itself is notched which in turn holds the lever on that shaft at a fixed point. loosening the bolt and trying to push the lever on more will not work and is not the answer. if you have in and out play you will need to remove the drum and see why. up and down play can be caused by worn bushings. does your e brake work on that wheel if you jack it up and apply it?

The E-Brake does NOT work on that wheel but it does work on the other wheel...Maybe that has something to do with my breaks squeaking really loud. Also when i really hit the brakes that wheel leaves a skid mark and the other three don't.

Sometimes that shaft housing has come loose from the backing plate. If that's the case, then you'll have to remove the backing plate to repair it or replace it.

maybe it came disconnected inside the drum or something broke. the e brake shoes are separate from the service brake shoes, thats why in the rear there are 2 levers on each side. i think your going to need to pull the drum off...

I'll pull the wheel off and have a look see...Never pulled the wheel off yet so it should be fun.
