Default Original frame color

I’m going to powder coat my 1939 frame.

Would the factory have painted the frame black or body color?

The only remote exception would be if the vehicle was provably part of a large commercial fleet of vehicles who Ford granted (for a fee usually) the right to specify non-standard colors on both bodies and major chassis components. But if the subject vehicle is a passenger car, the frame is hidden from view and there would be no point in having the frame painted in anything other than the standard gloss black.
