Default 1933/34 spare wheel bracket question.

Over the years i have had numerous rear spare wheel brackets for 33/34's.
Some have had a 1/8" thick nut the same size as the wheel nuts on the lower stud some have had none.
Was this to keep the spare wheel at the correct angle when the locking strap was not used or was it to keep the strap in place?
Comments appreciated.

To retain the strap with the spare removed.
