Similar to the right-side bracket on '31 Lincolns, but those had no exposed fastener openings.

Just seeing the rough finish and the industrial heavy weight cast iron look of the piece would lead me to believe that it was used for another application like a pedestal of some sort, not a tail light bracket. (maybe not even automotive)
