Default replacement wheels

I recently purchased a couple 21" Model A replacement wheels to run on my T. It has model a running gear by the way.

Anybody else having trouble with tires centering up on them? I'm using new tires, and tubes.

If I measure the radial runout, deflate the tire, reinflate and remeasure the runout, it moves.

The runout is .130" on one and .110" on the other. Again the runout moves when I re inflate but reads almost the same each time.

The wheels measure about .040" radial runout. Which is within manufacturer tolerances.

On the stock wheels, I've done the same steps and it measures out almost the same each time.

This is making me think that the bead seat diameter on the new wheels is undersize.

The tires could have a bead that is oversize.

Or the tires could be out of round. ? I'm kind of doubting that because the fronts mounted on the original wheels measure much better.
