Default 21 stud head gasket question?

When replacing a 21 stud head gasket, do you install all studs first? I know, studs need sealer, (permatex 2), copper coat gasket twice, install head, torque 15, 30, 45, start it.

It takes a lot of time to get all the studs in and securely sealed. If your going to copper coat a gasket, Id put all the studs in first. Why wouldn't you?
