Is this the stock setup (6V+ generator, incandescent bulbs) or modified somehow?

I had the same thing Last weekend with no headlights unless I reved the motor. I have a stock 29 Tudor, 6v positive ground. Three weeks ago I installed a new battery and cleaned up ground connections after which the ammeter showed 10 amps. To keep from over charging the battery I ran the car with the headlights on. Last weekend I adjusted the 3rd brush to bring down the charge rate to approximately 5 amps. At idle I turned on the headlights and they would not light up until I reved the motor. I would have thought that at idle the battery would handle the headlights. Perhaps the the cutout was engaged but generator not putting out enough to light the lights. If this continues I will make another adjustment to the 3rd brush. I believe moving the 3rd brush was the cause for me because this is the first time I saw this happen.

I suggest adding a ground wire between the conduits and frame rails. Resistance in mechanical connections through bar and fenders lowers voltage to the bulbs.

Agree with Badpuppy about it being a bad ground.
