Default Can Anyone Recognize this Wheel Cover?

This Wheel Cover is 15" in diameter. The Lug Nuts along with the central Bolt and Nut are Faux. It's a heavy Cover and all metal.

I'm thinking Fire Truck, Carnival Truck Wheel Cover?

4 numbers 8571 ?? With a number 1 just below it
