Default Cylinder heads.
I have a chance to buy a head that came off a 28 will this go straight on my 31?

Yes, if both are the same block configuration (-both US exports). For grins & giggles, you may want to post a picture of it in case it is the early 1928 version which is more valuable over the other more common versions.

Not to highjack the thread, but what does the 28 look like that is different? I'm on this site right now to find information on a head that has "Ford USA" on it. Haven't noticed one of those before. Any comments welcome.

The biggest give-away is the extended boss for the distributor hold-down screw & locknut. Look at the head below and see how the casting boss protrudes away from the head casting..

As you are in the UK Further to what Brent said:
Some of the engines found here in the UK are the European 3" bore engine ,
That head will fit and raise the compression , But there are some steam holes that need to be blocked off before you can use it on the 3 7/8" bore USA engine
