Default Attaching those fender reinforcing brackets?

Hello,

Does anyone have suggestions on how to attach those little reinforcing brackets that are mounted inside the lip of the fenders where they are bolted to tip of the main support bracket? Can they be electrically spot-welded?
(I'm not sure if they are cast iron or forged steel.) Or should I drill a couple of holes through the lip and plug-weld them in place?

Yes they can. That is how they were originally done. The deformation of the sheet metal was left and could be seen when the car left the factory.

They can be spot welded as they originally were.
