Default Hood bracket on 51 sedan

I have a loose pivot bolt nut on my 51 hood, does anyone know if the nut is a floating insert or welded to the bracket and what is the best way to get at it, can't be seen from under the hood and I really don't want to remove the whole hood if not necessary, any comments will be appreciated.
