Default Hoover / Curtis Plate

I have a election plate ( or maybe known in the day as a topper ) for
Hoover / Curtis.
I would like to have it repainted so the question is does anyone know what the color could have been?
Also who would be a person to do the job as it has a little metal work prior to painting?

Plate size is 14 1/2" wide and 5" high.

Thanks for any information you might have.

Most any of the antique license plate restoration guys seem to be willing and able to do toppers as well.
