Question Fender Welt and Running Board Install

Looks like I did not post my message properly.

I am reinstalling my front fenders and running boards. I have new fender welt and have the old welt for comparison.

I know that the welt goes between the fender, splash apron and running board.

Is there supposed to be welt between the running board and the splash apron?
