Default Vacuum question

Took a 2 bolt timing cover of a 59 engine. The distributor was a 21A, crab. The 59 had double sheave water pumps so I assume it may be a truck engine. In the vacuum inlet on the timing cover was a brass plug with a washer. See photo.

What would be the purpose of blocking off the source for vacuum to the distributor brake ?

Just guessing but perhaps it was a stationary engine before and someone thought advance was no longer needed (big mistake)

Maybe some one stuck an old go-fast distributor or maagneto on there with no vacuum advance

It looked all original when I got it, including the 21A distributor. Doesn't sound like there was a logical answer. The engine came form Maine if that means anything

Yes it was " Bubba" humor. I get them in all the time with the vacuum port on the distributor plugged with something ...........
