Default Lighting switch installation

What position does the rod spider have to be in ? I can’t get the switch/horn to work properly. When assembled it clicks hard trying to turn the switch, if at all and some times the horn blowes.

One time a similar thing happened to me, and as I recall I’d put the retaining clip in slightly wrong. The spider should be oriented vertically when no lights are on.
