Default 1929 Tudor windshield wiper felt pad & ground wire questions

The felt pad that is used to help keep rain & dirt from coming in around holes in the windshield frame where the wiper is mounted--am I supposed to glue that to the windshield frame before mounting the wiper?

Also- the brass grounding strap on the wiper housing---I assume that I will need to remove some paint where it connects the frame. How do I keep that from getting rusty? Would a star type lock washer be good to put there?
