Default Hood Latch Location

The hood latches on my June '30 coupe are 18 3/8" on center. There is a second set of holes in the frame 2" forward of the front latch holes. Were there two different front latch locations, carryover from '28-'29, or did somebody modify?
They are very precisely located.

Yes, it's for use on earlier cars. Ford kept them compatible so they didn't need to maintain stock of the previous versions. Additionally, commercial models continued to use '29 type bodies and fenders into June 1930.
