Default 1923 Canadian Tudor

Although I have been interested in Model A's for 60 years & owned one for 50years, I had my first ride & drive of a '23 Tudor today.
Owned by a friend, this car has not been road legal for about 57 years & we were doing some adjustments before it can be vinned.
Question - how much play should there be in the tie rod ends where it is attached to the spindle arm? It has ánti rattlers'fitted but with these off, there is play where the bolts fit through on the spindle arm.
It steers quite good but there is not much toe in & we could not budge the tie rod to turn it ; rusted stuck in the threads on right side but will get it right.
