Is the arrangement/order/location of the three wires in the headlight plugs important or will any arrangement work ?

Your plugs might have letter indicators on them to tell you which color wire goes where.

Yes, high beam, low beam, parking light. The high is the lower bulb filament

The plug will only insert into the headlight one way. Look at the plug. They repo's I have used are color coded. Y for yellow, R for red, and G for green. If you orient your wires accordingly, you should be good to go.
