Default License Plate Clip Finish Question

What is the correct finish for the bolt, lock washer, and nut on the 28 license plate clips? According to Isbell's book,,, it states the bolt was plain, the washer and nut were raven. Seems strange, but I am soliciting input.

According to The Restoration Guidelines and Judging Standards page 18-3 revised 2011

"The clips were attached to the head lamp bar with unfinished 1/4"-20 X 1" hex head (3/8" X 1/4") bolts, unfinished lock washers and cadmium plated 1/4"-20 (3/16" X 1/2") hex nuts. Very early vehicles may have been assembled with raven finished hex nuts."

If you don't have time to do it right the 1st time, how do you have time to do it the 2nd time?

On some 28, show cars I've seen the bolts are installed from the back with the nuts on the front. Which way is correct?

Continuing on from the above paragraph

"The bolts were installed from the radiator side of the head lamp bar. The assembly sequence was bolt, clip, headlamp bar, clip, lock washer, and nut."

From page 18-2 revised 2011

"Ribbed clips that hung the license plate below the bar and were used from the beginning of production until May 1929'

The license plate isn't listed in the sequence.

I'd guess it only makes sense that it fits on the front side of the clips.

BadgerA,
The bolt, nut, and lock washer are all cad. The clips are black enamel. On '28's the nuts face forward and the clamps hang down below the bar.
