Default '39 convertible top iron question?

There are two sheet metal straps about 3/8" wide and about 9" long rivited to the the outside edge of the metal bow on both sides. Are these intended to hold the top pads down? My car had no top fabric at all and I am getting ready to install the pads--trying to figure out what the heck these two pieces do. Can anybody help?

Yes, those straps are intended to capture the top pad on each side. They are fastened to the steel bow with flat head drive nails.
