Default Model A brake shoe lining length

I am a V-8 enthusiast and picked up a bunch of linings in an estate sale. I recognize the ones marked 78-2021 as 37-38 Ford (1 7/8 wide by 14 long) and think the B-2021 is 32-34 Ford (1 1/2 wide by 16 long) but can't recognize another group that is 1 1/2 wide by 21 inches long. Are these for Model A emergency brakes? The repro guys never state the dimensions.

Looking at it again, I doubt if is for the emergency brake as it is not nearly a full circle but more like a crescent shape like the wheel brakes. Could it be for a big BB truck?
