When you say keepers do you mean the horseshoe clip? Many times when valves are stuck something will have to be sacrificed to get them out. Do the valves move? If you get them up you can drive the guides down enough to get the clip off. This can also destroy the guides.

If they're not stuck too tight you can use a suitable shaped lever to push the inlet guides down by levering down the inlet port. Discretion is required to not break something. Hence the "if not too tight" statement.

I use one particular tire iron that works well for me. (If not too tight).

I improvised a tool to pull the horseshoe clips out and featured it in one of my videos.

I use it in this one too.

There are specialised tools available for this job.
The KD puller I used was excellent.

Thanks for idea Mart,I’ll give it a try..got all ex valve out no problem.,,I would think it would be other way around ...to get the ex valve out I removed spring keepers ,raised valve and using the tool that goes down around valve to top of guide ,one good whack and guide was down enough to lift out horse shoe keeper then used the C clamp tool to pull pull out assembly,,..like your videos,,,like you I hade this engine sitting around and needed something to do,,think mine is in better condition than yours,it was free and running a few years go...

I once had some intake valves stuck pretty bad due to varnish. A little car cleaner loosened them up in the guide.
