Like many states, Florida requires VIN verification to title a car from out of state. If you have a car from Florida with no number and a Maryland title, that may be why it was never titled in FL. Sounds like you have the same problem in OH. You need to do whatever is required to get a legal title. I'd suggest you try to find a knowledgeable (and sympathetic) person in DMV to help you.

The model A engines were stamped with the assigned Ford number after they passed all the manufacturing testing. Many were loaded on freight cars and sent out to the branch plants for assembly in vehicles. Big car loads would be unloaded in what ever order they came and stacked in branch plant storage until use. The order they were used was not controlled in any numerical order.

Its not unusual for engines manufactured in any particular year to end up in a car several months later. Ford was having problems with sales in 1931 due to the depression. The 1932 models had delays for the V8 production so it's not unusual to see those late 31 models show up with 1932 designation on the title documents. Some of the early model Bs were stamped AB on the engine prefix. That was a rough time for Ford but it did improve a bit after the V8 came out.

If you can't find a matching VIN number anywhere on the car, and you say the firewall tag is painted over, just buy a new firewall tag from one of the vendors, stamp it with the corresponding number, and head to the DMV. I have done that a number of times.

That is a nice plate but you have to get it from the Netherlands? Another idea is the one from a seller in Springfield Ohio MearlyFord that is a patent plate with a serial number space,stamping does not look as good as Netherlands one though.
