Emergency brake cross shaft bearings

I am putting my 1929 Coupe back together and I purchased two felts and two springs..... is the brass bearing supposed to slip easily over the end of the shaft? Mine goes on so tight, that it won't move. I had to tap it on so that it would contact the new felts, but to get it off, I had to pry it back off with some difficulty. Is it supposed to be so tight that it will only rotate inside the shaft bracket with great difficulty? It's been five years since I dismantled the car, and I don't remember how the shaft worked before I removed it.

Does your emergency cross shaft fit between the frame rails? I believe the brass bushing presses on the shaft and the springs on each end keep it centered.

The clamps keep the shaft centered between the frame sides, but the bushings must move freely on the ends of the cross shaft. light sanding of the shaft ends to make the bearing move freely unless the shaft ends are out of round. The clamps hold the brass bushings from rotating.
