Default Low compression

The bargain rebuilt motor I purchased a couple of years ago has low compression on number one cylinder,it measures 40 lb.The other cylinders have 60 and 70 lbs.I lapd the valves in and adjusted the tappets,pulled the piston and replaced the .080 rings and honed the glaze off the cylinder wall.I still have 35-40 lbs. compression.I had removed the carbon ridge off that cylinder and measured the bore(cheap Harbor freight digital mike) came up with 3.94,does this sound right with .080 pistons?Thanks in advance.
