You can see that the wheel lugs are welded, may have been converted from 4 lugs to fit original wheels. May be shay or some European ford component with similar dimensions. Don't think pinto/shay had tapered axles. That was over soon after WWII.

I've never seen rear hubs like that . Its not shay .It is probabably an aftermarket replacement made for the model A . The lug bolts appear to me to be splined and pressed in . Its a shame that someone doesn't make new replacement hubs that use pressed in lug bolts . Pressed in lug bolts would save lots of head aches and money. If the setup works I would use it and not worry about it . If it ain't broke and doesn't show, why try to fix it ? The shoes can be relined any time if needed . The hubs won't show when the wheels and hub caps are in place . No arguement , just my humble thoughts .

I wonder if it could be a GAZ or German designed hub used from after 1931?

I worked on a model A from Ureguay that had a similar hub, with removable drums. It was a modern fix for unavailable parts. I was able to get the correct hubs and fix it as original.

Has that car been imported from South America to Europe some years back ??? That looks like typical South American "running repair" Does it have INSA tyres or anything that says "Industria Argentina" ?. Just a thought .

Can you get a picture of the rear axle. This would help. Looks like at was changed up some time in the cars life. The rest looks to be correct.
