Default Cut out wire?

I picked up this original cutout. Is there suppose to be a wire attached were the arrow is?

If so, then were does the other end of the wire go to?

That allows the primary to be grounded on one end...

If you don't see the fine wire at the solder joint, then look for a fine wire close to the coil, and hopefully you can solder it to ground. When the charge circuit is open, the generator can reach up to 40 volts, and that can burn off the fine wire.

No, You should have a single thin wire running to the solder joint on the base. If you don't see it, then it may have burned or broken off right at the coil, where you can no long access it. Not much you can do to fix it then. The fine wire is the coil inside the heavy outer coil, and it's the fine wire coil that pulls the contacts closed. The air gap of the contacts should be .020", or very close to it.
