Sometimes you can loosen up the axle nut just a little and drive it around the block
turning the steering wheel back and forth and it will loosen up. You can also thread a
chunk of round stock to screw on to the axle and pull back on the wheel and hit
the round stock with a big hammer to pop it off. Do both it might work, it has worked for me in a pinch.
Otherwise you need the proper puller.

I got mine off with a small three arm puller and a couple extra hands.

There is an inexpensive "knock off" puller available from the vendors. Works good. I somehow ended up with 2 of them!
