There are two ways to reduce the size of a picture. One is to "crop" it. That's like taking a pair of scissors to a print. This way, the resolution is kept high for what's left of the picture. The other way is to keep the entire picture, but alter the pixel count. This loses detail when the picture is "blown up." You might want to try a combination. Crop out what you don't want to show in the picture and then, if the pixel count is still too high, adjust the count down to get a satisfactory image that will upload.

Re: digital camera
Here is an example of cropping a picture to reduce the size but keeping the resolution high. I usually use Microsoft Office Picture Manager (it came with Windows) to crop but I usually post from Photobucket. Another way to reduce the size is to Compress the picture. I use Microsoft Office Picture Manager to compress.

Re: digital camera
I use a tablet and or phone rather than a computer and resizing is not quite that easy.

Re: digital camera
I like the comments about "hissing and howling". Watching the H&H is the second best thing on this forum. Best thing is the knowledge.
By the way "not everyone has a digital camera"? Like everyone doesn't has a phone? It's a guy thing. We'd have to read the instructions. Hear about the alien that gave a guy a little box that would cure every illness know to man? Alien ask what he was gonna do with it. Give to UN, give it to World Health Organization?, Bill Gates foundation? No, I'm taking it out to the shop, takin' it apart to see what's in there. Gordon

Re: digital camera
The size pictures that you take can easily be adjusted on a tablet/ipad, iphone, or digital camera.
