Sounds like you have the power leads reversed . Or the power lead is shorted to the frame of the horn. As soon as you hook it to the headlight bar it is shorting out..

The horn should not be grounded thru the horn case. The ground is completed when you press the horn button.

The horn motor is isolated from the frame of the horn. If working properly you can hook either of the two leads to either of the two terminals. One lead comes from the power source, the other lead goes to the horn switch that will provide the ground.

You apparently have one side of the motor assembly touching the frame of the horn. When you test it off the car the frame of the horn is not touching a ground. When you bolt it to the car it sees a ground and shorts out.

Check that the rear cover mounting screw isn't to long and
touching the brush holder.

Sounds like you could have an aftermarket horn that uses the body ground and a seperate push button to send power to the horn.
