A member of the other forum found a SERVICE LETTER pertaining to the flex-plate issue. There has to be a later SL describing going with the reinforcing rings usage.

Got to wondering about fastener length-

This PN (1958) is a service upgrade for whatever reason. So there is more going on than just the flex-plate design upgrade and retro-fit to the 55 and 56 models.

Of course this PN is from the 49/59 MPC and all previous info was deleted. Also need a period CHASSIS CATALOG to figure it out.

Whether the rings are one one side of the flexplate or the other won't change the overall distance to & thru the crankshaft flange. But if the bolts are too long they will catch on the back of the block.
The reason(s) it is not shown in the ILL is most likely as a result of a series of changes regarding design. It would be confusing to have a updated sequence off ILL's showing that detail.

As for placement of the rings, it would be crucial to the final position of the plate against the torque convertor housing.

In later years TEXT, a note was usually attached to refer to a SERVICE LETTER and/or TSB so and so. Being the MPC is FINAL ISSUE (1964), a lot of information was deleted.
